Se simplifica el sistema de autorizaciones para las empresas que quieran participar del mercado de este mercado y la Secretar\u00eda de Energ\u00eda puede delegar las tareas de verificaci\u00f3n a entes p\u00fablicos o privados, entre otros cambios.
